Follow the steps...
1. Click Start - Run
2. Type gpedit.msc and press Enter
3. Select Computer Management - Administrative Templates - Network
4. Double click on Limit administrative bandwidth
5. Click Enable and fill it 0%
6. Please click OK and restart your computer
